Dear June,
"is it true that all public univerisities and colleges are free in CA?"
No, and it is sufficient to go to any university/college site to see
that. For example, Berkeley, which is a public California university:

undergrads, who are residents of the State, pay $3,716.95 per
semester. Naturally, as in any other state, there are some financial
aid arrangements.
"And is it true that prisoners in CA have had sex change operations paid
for by the state?"
No, "the preoperative transsexual, who has been receiving medical
treatment for his or her transsexualism prior to incarceration, may
have grounds for continued treatment. On the other hand, the
individual who has not been diagnosed and treated for their
transsexualism prior to incarceration is at the mercy of prison
authorities and associated medical personnel as to whether he or she
will have an opportunity to be diagnosed and treated." (SOURCE: THe
Sex Chaneg Handbook,
<http://heartcorps.com/journeys/everything/legal.htm>). "In
California, Hawaii, and other states, some prisons house transsexual
inmates with gay males, separate from the general male inmate
population. " (SOURCE: Gianna E. Israel , 2001. "Transsexual Inmate
Treatment Issues", <http://www.firelily.com/gender/gianna/inmates.html>).
Not only that, but in few cases in the past, transsexual inmates in
California have been subject to humiliation, violence and rape. The
general policy is to place preoperative transsexuals in safer
facilities, as mentioned above, but it doesn't always happen: "In the
California prison system, almost all the transgender inmates are
housed in the California Medical Center at Vacaville because their
transgender status is deemed a medical issue. " (SOURCE: Cosmo Garvin,
