Do they make a dual dvd recorder that you can put a pre-recorded dvd
on one side and put a blank dvd on other side and make a copy? Thank

I don't think that it's possible. If you put 2 DVD one on the other,
the spinning force of the top disk would depend on the friction
between the disks. It would be very unlucky when the top disk slips on
the bottom one and spins in wrong velocity or doesn't spin at all.

Of course, there are lots of  DVD duplicators

but it's a bit different pies of hardware.
