A colleague of mine wrote to the Asociación Odontológica Panameña,
the Panamanian Dentistry(Orthodontics) Association, asking how a
dentist, with a license from Minnesota, USA, and Ontario, Canada,
could obtain a license to work as a dentist in Panama.
This is the reply, first in Spanish, followed by my translation:

para el ejercicio profesional en Panamá. Así como también adjuntarle
la nueva ley de certificación que también establece otros requisitos a
cumplir para el ejercicio profesional.
MINISTERIO DE SALUD
CONSEJO TECNICO DE SALUD
Requisitos para solicitud de idoneidad y libre ejercicio de las
profesiones médicas y afines
Poder y Solicitud del interesado en papel sellado, elevando al Consejo
Técnico de salud, por intermedio de un abogado en ejercicio de sus
funciones. Diploma y Créditos de la carrera respectiva; cuando el
profesional ha obtenido la carrera en el extranjero deberá presentar
los documentos debidamente autenticados por las autoridades consulares
panameña en el país respectivo. (apostilla o autenticación)
Acta de Examen Profesional, cuando es graduado de México, Acta de
grado cuando es de Colombia y Acta de España, debidamente autenticado
por las autoridades respectivas o apostilla.
Cuando el graduado en el exterior a realizado autenticación deberá
certificar la firma del cónsul panameño de ese país, en el Ministerio
de Relaciones Exteriores de Panamá (Depto. de Autenticación de firma).
Traducción por un traductor oficial de los documentos si estos están
expedidos en otro idioma que no sea el español (Diploma y Créditos en
papel sellado).
Certificados del Primer y Segundo año de internado y evaluaciones de
los años respectivos. Dichos certificados deben llevar fecha de inicio
y finalización del periodo del internado.
Una foto tamaño tipo carné. Certificado de nacimiento (Carta de
naturaleza). Dos estampillas de B/.1.00 las estampillas deben
presentarse cuando el interesado va a retirar la idoneidad y libre
ejercicio de la profesión.
Costo de la idoneidad de Médico, Odontólogo y Veterinario es de
B/.20.00 balboas. Original y una copia de cada documento que se le

Requirements needed to request suitable and free practice of medical
and related professions.
The interested party?s application, with the raised seal of the
Technical Heath Advisor, obtained through the intermediary of a
practicing attorney.
College diploma and transcripts of the respective career; when the
professional has achieved his credentials outside of this country
(*Panamá), all needed documents are to be properly certified by the
Panamanian Consulate authorities, in their respective country.

Certificate/License from professional exams (*licensing), when the
applicant is a graduate of México, Certificate of Degree, when the
applicant is from Colombia, and Certificate of Spain, properly
authenticated by the respective authorities.
When the graduate is from outside this country (*Panamá) has the above
certified documents, they should get a verified signature of the
Panamanian Consul of this country, at the Minister of Foreign
Relations of Panamá (Department of Signature Verification)
All official documents must be translated by an official translator if
they are not already issued in Spanish. (the diploma and transcripts
must be certified with a raised seal)
Certificates of first and second years of internship/residency, along
with evaluations/reviews of the respective years. Said certificates
should bear the beginning and final dates of the internship/residency.
A photo, the size of a ID card photos. (* actual dimensions are not given)
Birth Certificate (Or proof of naturalization)
Two stamps of B./.100 The stamps should be presented when the
applicant is going to leave (*retire)the eligibile and free practice
of the profession.
Cost of the Elegibility of Medicine, Dentistry and Veterinary Medicine
is B/.20.00 Balboas.
