In anay browser, is there a way to increase the amount of time a
message remains on the screen during a mouse-over event? This event is
made possible with the atribute title="The message" in the <a href
tag. Like this: <a href="URL" title="The message that appears during a
mouse-over event.">Link</a>

If the answer is yes, I'll pay something for it.

The simple answer is no, you can just use JavaScript or CSS (I think)
to show a custom Tooltip.
