I have a Toshiba rear projection TV model 55A60A.  We had a brown out
and I discovered the TV cycling on and off.  I turned the TV off but
once the power came back and I turne the TV on, the Picture seemed to
have shifted up meaning there is a 1.5 inch black band on the bottom
and likewise the top of the picture I can't see.  I cannot find any
adjustment on the menu that will shift the screen down (like most
computer monitors have) are there any other adjustment to shift the
screen down or is there somoething else wrong with my TV

According to this post on experts.about.com you can do a hard
reset of the TV by unplugging it and leaving it off for 4 hours:

"Unplug the power cord and let is rest for 4 hours minimum. When
 you power it back up it will restore everything to the factory
 presets."

I have seen the about.com posting on the reset.  This does not work
and I am looking for information on centering the picture so I can see
the whole thing.  Please advise further.

On tube TVs, a shrinking display usually means a bad power supply
because of a malfunctioning/dying transformer. A brownout can cause
this sort of damage. The projection TV probably has similar symptoms.
