Can a Cisco 65xx with a GBIC connect over fiber with a Dell switch?
Which transceivers would be needed on each side of the connection?

Yes provided the Dell switch has a Gigabit port on it. - For the Cisco
side you would need a WS-G5484 Gbic with a SX fiber connector. For the
Dell switch, if it does not have a GBIC slot, you would need a media
converter like one made by Allied Telesyn. They make a 1000base SX to
1000baseT converter.

If the Dell switch is 10/100 only, you could use a small gigabit
switch in between the two of them. Cisco ---> 5 port Gig Switch --->
Dell 10/100 switch via a crossover cable. Be careful of your radius
though.
