Cross-Chargeability
-------------------
My wife was born in Africa, but an India citizen. I am a born citizen
of India. I am applying for a Green card in USA on EB3 employment
category. Since the filing dates for I-485 has retrogressed so much
for India, can I cross-charge the filing to my wife's country of
birth. I saw so many posting on the web, but many were giving
conflicting views.

Is it mandatory for me to go through a Consular process or Regular process is OK?
