How can I change a file format from vdi format to pdf format using my computer 
Windows 98 1st edition ?Thanks.

If by VDI you mean a Digital Research GEM VDI file - can you open the
VDI file in your regular program, and take a screen shot of it (either
by using PrintScreen, or another free screen shot program) and then
insert it into Adobe Acrobat, thereby creating a PDF of the file (in a
roundabout way)?
