Where can I get rights free sudoku puzzles?  I am interested in
finding a resource or software from which I can get or generate ~500
sudoku puzzles in varying levels of difficulty.  I want rights to
publish them in print or web format.  Are there any applications or
sources that would offer these for free?

Here is a software program that generates Sudoku puzzles, and that
states that the puzzles themselves are in the public domain, meaning
they should be available for anyone to use as they wish:

No this is perfect.  I have reviewed the common use public domain
licensing with the developer to ensure it is not just for the software
but for the data itself as well.  Thanks for the quick turn around!
