geographical area, type of expenditure, time period, and funding
source? Please incorporate a summary of cost estimates, funds
requested, public and private funding sources, contracting procedures
and deadlines, contracts awarded. During your research it would be
very useful if you could make note of top experts and outspoken
leaders; indirect costs (cost to society); what areas are relatively
underfunded; obstacles to funding, spending, contracting; and
unanswered questions -- what essential information cannot yet be found
