Write a hypothesis test (alternative) statement for the following:
Many people eat cookies with milk. Suppose a cookie company is
concerned that the cookie equipment may not be functioning properly
when filling 32-ounce bags.
Use the same information to write an upper tail test and a lower tail
test. (Please mark which one is which)

I hope this is not what u r asking 4 (cuz itīs pretty basic):

Upper tail test:
Ho: mean <= 32
H1: mean > 32
(this is if the company wants to reject the theory that the machine is
filling 32 or less ounce bags)
Lower tail test:
Ho: mean >= 32
H1: mean < 32
(this is if the company wants to reject the theory that the machine is
filling more than 32)
the one u choose depends on what u expect to do. If you want to be
sure the machine is filling 32 or more, use the upper tail test and
see if u can reject Ho. Else, make the other one.

U would need to define: an alpha error (the probability of rejecting
Ho when Ho is correct), and amount of observations in the sample (in
order to see which distribution you should use).

In any case, if ur interest is to know whether the company is
producing the exact amount, or not (less amount, or more amount) u
should use the test "against different".
