Hello nancy2690-ga

It usually means the mail server is too busy or overloaded handling
lots of emails.
Free account servers have to make use of limited resources, packing in
as many users as they can. If users check email at the same time, the
mailserver may also keel over and time out.
You may probably also notice delays on the free accounts,
ranging from 30 mins to 6 hour timeframes between sending and receipt.
Off peak surfing hours should see a reduction in these unavailable
messages when resources are less strained.

Another reason is the space quota (if there is one), has been
temporarily exceeded.
So until some contents of the inbox have been deleted, new mail cannot
be delivered.

"What is an email quota?
An email quota is a megabyte (MB) limit that is established on a
mailbox. For example if your mailbox has a 10 megabyte (MB) quota then
you cannot hold any more than this in your mailbox at any particular
time. If somebody sends you an email that is over 10 megabytes then it
will be bounced back to the sender."

Perhaps not really connected to your problem, but affects sending MSN
email from your email client, e.g. Outlook Express.

"...the cause is that MSN no longer allows messages to be sent to
another (non-MSN) SMTP server while you are connected to MSN. This is
part of the filtering they now perform. No matter what POP3 or IMAP
server name you use for your incoming mail, if MSN is the Internet
connection you are using, you have to specify smtp.email.msn.com as
the SMTP (out-bound mail) server name in the Properties section of the
account settings for your email account, and you have to use MSN’s
Secure Password Authentication feature in a specific way."
In otherwords, MSN only allows you to send MSN email with a MSN SMTP
server.
(If you are sending from webmail it doesn't matter)

Finally some system maintenance or service outages may occur when
their system is temporarily down.

I hope that helps, if you need clarification please ask,

Maybe the msn server is just being maintained at certian times you are
accessing your email account. I also get a smilar response in my free
email accounts.
