the service bulletin would come directly from the manufacturer.  It is
a bulletin that would indicate special service due on a particular
model and year of automobile.  For example:  If there were a problem
with the air conditioning on a 2004 Ford Focus the manufacturer would
send out a service bulletin to all dealers letting them know that the
air conditioner has special repairs it will need.  Some auto magazines
will publish them or possibly a gov't agency would recieve them.

This is the same thing you sent once before and it is not it.  I found
the answer I want by looking at the national traffic and safety board.
 A gov't site with free information.  The site you sent me requires a
fee which I stated I did not want to pay.
I do not think I should be charged for the google service since my
question was not properly answered.
