Alright im fairly knoledged with computers, but this seems to puzzle
me. When im playing a game, watching a movie, or even when my laptop
is idle ie 6.0 just starts randomly opening 20 to 30 windows, well i
thought i had spy/adaware or a virus, so i used 4-5 different programs
and got rid of all the spyware, adaware, and there was no virus. i
thought this would solve the problem. Wrong, this continued to happen.
I decided to completely reformat my computer, despite my efforts ie
will randomly open. Help please.

mine has some upgrades such as: 100GB hard drive, 1024MB of RAM, DVD
burner, and AMD 3400 Processer

Does your laptop have "quick start" buttons to start IE, mail etc? If
it does, I would suspect malfunctioning button that randomly sends
"start IE" command.

I would suspect that you have spyware that is going undetected.  Your
best bet, although somewhat tedious, is to research what processes are
running.

Open task manager by hitting CTRL-ALT-DEL and look at processes.

Google search the names of each process you are unfamiliar with to try
and get an idea if they are legit.  There are a number of sites
dedicate to providing information regarding legitimate processes and
those known to be malware.

Once you think you have located a suspect process, run MSCONFIG from
the start-> run prompt and edit the startup processes list to remove
it from startup, or search the internet to see if a removal tool
already exists.

CWSHREDDER is a good tool that removes one type of malware, Cool Web
Search and variants, that I think fits your problem description. 
Definitely worth trying.

Also, be wary of what spyware programs you use.  There have been
reports of spyware removers actually being spyware installers
themselves.  Typically those that are offered in popups should not be
trusted.  Spybot and Adaware are the only two you should really ever
need.  Hijackthis is a good tool, but a little more advanced.  There
are places to upload the resulting log from Hijackthis where people
can analyze your problem for you.  Just google around to see as I have
never used them.

Sorry,

I missed the reformat part.  The only suggetion I can offer regards
how you reinstalled software.  Did problem reoccur immediately after
windows was installed, or after you began installing apps or visiting
websites?  Did you use a back-up image to restore system?  If you did
a completely clean reinstall, then I would agree with previous comment
that a harware issue may be the probem.  Particulary if you have a
multimedia keyboard with the shortcut keys.  Also, look for driver
updates for you keyboard as well if it is a 'multimedia' or 'internet'
keyboard.
