I'd like as comprehensive a list as possible of appropriate online
sources (presumably websites) where I could post bids soliciting qualified
individuals to process LiDAR data in various ways. An example of such
a site/source in the graphics/writing/logo field is Elance, but it is
not an appropriate place to find individuals qualified to conduct data
analysis/processing.

FYI, LiDAR is created from airborne sensors that beam multiple pulses
of light (in the near infrared wavelength) towards the ground and
measure the elevation (and latitude and longitude) of all points the
light bounces back from. Trees, roads, cars, and of course the ground
all bounce back the light pulses. The results are compiled into large
(often > 1 Gb) files consisting of the first "bouncebacks" (called
First Return data) as well as the last bounceback for a given pulse
(called Last Return data).

Data processing of several types needs to be performed on these files
to give useful information. For example, to derive a model of the
actual ground surface (the "bare earth" model) datapoints that
probably resulted from hitting buildings, cars, trees, etc need to be
removed from the Last Return file. An example of a program that helps
automate this is Lidar Analyst
(www.featureanalyst.com/lidar_analyst.htm) and there are others. Other
features that can be extracted from the First and Last Return files
include water features, roads, buildings, vegetation (ie open fields
vs forests), etc. The main product of the bare earth model is a
contour map. All such extracted features are generally exported as
.DXF files or ESRI Shapefiles.

I am not asking in this question for the names of individuals who can
do this on a fee-per-project basis (although that's interesting in and
of itself for other reasons); I am seeking online sites where I can
post bids for given projects. Please inquire if what I'm seeking is
not clear.
