What is the best windows-based word-processing program for Arabic and
other languages that use Arabic script?  Whichever it is, what do you
need to do to set that program up to create and edit Arabic-script
documents?

MS-Word has Arabic and Arabic script.

i guess u can work with microsoft office 2003 , i work with it in home
<cause i am egyptian>and its really great and amazing .
you better try it & just add language arabic (Egypt or Saudi Arabia)
and both will work great with your PC
