Is there any utility that will stream images into SQL Server easily? 
How about a folder of images?

Yes. There is such tools.
Do you need the application or web-based script?

Although doable, it is usually not a good idea to store the images in
the database.  Store the images in a directory and just put the file
path and name in the database.

Nelson has a point, provided the images are properly backed up (and
the reference location easy to restore to) - but for small and/or
important images storing them in the database will make sense (a rule
of thumb is up to about 20% of the overall database size shouldn't
affect performance much).
