Maybe someone can answer your question in detail, but since local
sales tax is a factor, I doubt it. And that may have a bearing on SA
prices, I don't know.

Again, there is also the question of what access you have to buying
diamonds, locally or via internet. I would take a couple of lists
from the net and find out about tax if you can before you fly.
Personally, I don't think you can make a killing by buying diamonds
there, since it is a very close market with only a few producers. And
if you want to resell diamonds, of course, you will probably have to
take a mark-down on the price since no one but close friends would
accept your word for the quality.
