Problem:
Cannot create VPN connection, the option is greyed out. Acutally
both options "Dial up Connection" and "VPN connection" are greyed out,
when I use "New Connection Wizard" -> "Connect to Network at my workplace"

OS
Windows XP Professional SP2

Since when:
I used to be able to create VPN connections. Since then, I may have stopped
some service or disabled something.

Hardware:
Personal Laptop, Win XP SP2 is OEM installed

Internet
Cable Broadband (Comcast) modem -> Linksys/Cisco Router (Vonage) ->
Microsoft Wireless BB Router (MN-500)-> Wireless card on Laptop
I do not think it has anything to do with my internet connection since I have
connected it directly to internet using a ethernet  cable and still
the VPN option is greyed out

Solution Expected:
Simple and straightforward.
Should not be risky.

Possible answer:
I had this exact problem, in my case I found that the following two
services had been disabled (Either by me or by a security program) and
were not started:
Remote Access Auto Connection Manager
Remote Access Connection Manager

Once I had started these services I was able to create a VPN connection.
Windows VPN depends on those two services, so check to make sure they
can start normally, if there are any errors, research them and resolve
them.
