I woI live and work in California for a company that is based in Georgia.

I have been informed by my boss who is based in Savannah GA., that I
must use up my accrued vacation time or lose any hours past 40 (I can
move a maximum of 40 hours to next years vacation time).  Currently I
have approximately 180 hours of vacation time.
Due to my work load it will be very difficult to use up approximately
140 hours of vacation time.
My wife got tired of waiting for me to take a vacation that she went
with her parents to Mexico this past week and won?t be back for
another three-weeks.
Also this is not the time of the year I even want to go on vacation.

There is no legal requirement in California that an employer provide
its employees with either paid or unpaid vacation time. However, if an
employer does have an established policy, practice, or agreement to
provide paid vacation, then certain restrictions are placed on the
employer as to how it fulfills its obligation to provide vacation pay.
Under California law, earned vacation time is considered wages, and
vacation time is earned, or vests, as labor is performed.

Negotiate the arrangement with your boss.  If he is inflexible, go
ahead and take the time off.  Make sure your out-of-office e-mail
reply and voice-mail direct people to call your boss.
