We are a nonprofit researching the costs of election campaigns in
different states. We would like to determine the comparative cost to
reach a statewide television audience for political campaigns,
comparing California, Arizona, and Maine. For example, campaigns for
governor of California spend more per resident than campaigns for
governor of Arizona, and we think this might be due to higher
per-viewer costs of TV advertising. We would like the answer in a form
similar to "it costs $X to reach a statewide TV audience in CA,
compared with $Y in AZ" and we can then divide by each state's
population to determine the cost per resident.

Ideally we would like historical data covering mid-1970s to the
present, but this is not required--data from sometime during 2002 to
2004 will do.
