i attended college at US where i met a woman i care a lot about.i kept
in touch for the last 15 years though we have not met since 1990.she
have appearantly changed her address for i did not get any replies to
my recent letters.
1- how can i obtain Toledo area ,Ohio, telephone directory so that i
may look for her new addreess.i live outside the US.

2- can i inlist the help of a private investigator to obtain her
address? if so , how i can contact one?

Dear Penwrite, 

Let me start by saying that all of these methods may not work, and in
any case, every method you shall apply to find a lost person should be
within the limits of privacy acts. It is always possible, that your
friend doesn't want to be found, from one reason or another.
Therefore, it is quiet possible, that you'll hear about other ways
from other people, but I give you here only ways that are within the
limits of privacy acts, and I must say that I fully understand why a
woman might feel intimidated to be "found", as I heard of many
stalking cases.

I suggest that in any case, you'll try first to leave your details,
asking her to contact you if she wants to.

the directories links you kindly provided are paid services that use
public records which i tried before. are there other better services
free or non-free?
by the way the lady in question is 60 years old now.
i will be sending soon a letter to a private invistigation service in
Toledo but being far a way from USA this will take sometime . no email
addresses were provded in that directory.

could you kindly provide further help?

Dear Penwrite, 

The list I've provided is pretty exhaustive. For email (which was not
part of your original question), you might want to try writing the
name on Google - this might prove useful if the name is not a very
common one.
