The Dead Sea is the lowest point on earth.

However, the "fall" clue might refer to a (water)fall and then, maybe:
- Salto Angel (the highest/lowest waterfalls in the world).
- Waterfalls in the Dead Sea area

I'll take a shot:

?How low can you go??
This is a phrase that is often heard during a ?limbo? dance. It is
also the name of a song recorded by Chubby Checkerin which the
following lyrics are sung?
?Don't move that LIMBO BAR You'll be a limbo star How low can you go??

?Help, Ive fallen and I can't get up?
Actress Dorothy McHugh portrayed "Mrs. Fletcher" in a television
commercial for a medical service called LifeCall, which used this
catchphrase. In the commercial Mrs. Fletcher had fallen and was on the
floor.

?Friends in Low Places?
This was a song by Garth Brooks in which the following line is sung:
?Where the whiskey drowns, and the beer chases my blues away.?

My guess is that what you are looking for is on the floor of a limbo
bar or limbo club somewhere.

Let me know if this results in a successful hunt.

Or, as an after thought, on the floor of a Blues Bar somewhere.

Good luck.

It might be the Dead Sea.

As politicalguru-ga says, it's the lowest place on Earth. Also,
because the water's so salty, you naturally float on the surface. You
have to exert some effort if you want to maintain a standing position,
or you naturally float back prone. This could link to "I've fallen
(prone) and can't get up (standing).

How low can you go? South Pole, Antarctica.
Help, i've fallen and I can't get up. Mrs. Fletcher, Fletcher Island.
Friends in low places. The T.V. show friends. Ross. Ross Island/Ice shelf.
Either that or what tutuzdad said.
