Dear Sir/Madam,

I am in the process of deploying a point of sale system in Sierra
Leone, West Africa, that would cash back to customers with prepaid
debit/credit cards. For transaction processing, I would be prefer to
own my own gateway and handle ACH transactions directly. That way, I
may not have to pay the processing fees charged by companies like
Verisign or Authorize.net.

What do I need to do to become an ACH Operator? Are there any vendors
that sell turnkey software solutions that I can purchase? What are the
licensing and certification requirements?

There are a number of prepaid platform providers who will provide an
'almost' turnkey solution for a service such as this. Hopefully the
Google Researcher will be able to point you in the direction of a few.

In terms of the deploying the service, you also need to consider
aspects such as getting access to a terminal estate, either through an
ATM network or through a POS services network, who would be able to
provide physical points of presence for customers to cash in/cash out
of the system.
