I'm running OS-X (10.3.9), and am completely unable to load any disk
images!  I download the files using Safari, see the download-progress
bar go all the way to the right (signifying the download is complete),
and then it turns into a barber-pole, while the message "preparing the
disk image' appears beneath it -- but the IMAGE IS NEVER REPAIRED!!! 
The wierd thing is that when I switch to my administrative account,
everything works fine.

Have you tried repairing disk permissions, from Disk Utility?
