Hello candygurl-ga,

Please elaborate on what you mean by "gatekeeper." My preliminary
search shows at least a couple of different usages. What do you know
about their role, now and earlier? Please give an example of "alters
the message to fit the format of a medium.

The policy of bribing broadcasters and cajoling cable operators into
treating consumers fairly and giving citizens new avenues for
expression has failed. The gatekeeper model of exclusive spectrum
licensing on which this country has relied for three-quarters of a
century is kaput. The digital transition in America has been botched
so badly that an entirely new approach should be tried.

* Broadcast Flag is Not Narrow: There is no "narrow" way to implement
the broadcast flag scheme because it necessarily puts the FCC in the
role of gatekeeper, having to approve and certify every technology
that might carry DTV -- computers, cellphones, gameboys, etc.

I look forward to your clarification.

Gatekeeper- one who formats a message; adding to, editing, and or
arranging it to maximize it's accurate transmission from a sender to a
reciever.
For example a car commercial. A gatekeeper makes the message of the
car commerical more easier to understand for the reciever.
