I want to know the biographical information about a Latvian painter
who lived in exile in Ravensburg, Germany during after World War II. 
His name is U. Alberts -- I don't know the exact first name.  I know
that he was supported in part by a
program in which Americans sent money to support artists who were
living in exile in Ravensburg in or around 1947-1948.
