i am living in a studio apartment in queens boro of new york for last 12 years.
my landlord use to increase my rent every 2 years by 2 or 3 % which was okay.
now this year he has increase my rent from 645$ to 935$ which is i think 34%.
my question can he increase the rent one shot by such a big margin.

Probably, unless the property is rent controlled or stabilized.
