Is there a statute in the state of Wisconsin that says you have to/do
not have to register dirt bikes for off road use or that you need a
lisence to ride them?

No you do not need to register your dirt bike.

However, if you drive it on a paved road, you need to register it.

As long as you keep it in the dirt you'll be fine.
