what are some unix command line utilities [i.e. runn-able from the
command-line--GUI's ok if that holds] that can convert a wav file to
one twice its speed [or X times its speed], without artifacts [not
including sox, which, in this case, introduces artifacts]?

Note:
not necessarily built-in utilities but just any available [preferably
free] linux prog

Maybe soundstretch will do what you ask for.

  soundstretch infile.wav outfile.wav [switches]
  -rate=n Change the sound playback rate by n percents (n = -95.0 .. +5000.0 %)

soundtouch is the library its using and soundstretch is a part of that library.
