I'm looking for a list of the rules that govern holidays worldwide
(such as "Holiday X always falls on the second tuesday of March"). If
a complete global list of rules is not possible then I'd like a
database of every major holiday (where people would not be working)
for the next 3-4 years.

I should mention that I need this in a format that will be easy to use
for software development. This list or database will be used as part
of a calendar in a software product.

The Financial Calendar offers The Holidays database.
 
"The Holidays database covers over 510 financial centers around the
world as far forward as the year 2100. It lists bank, stock exchange
and other holidays, prepared to industrial-strength standards."

You can access the Holiday Data in two ways: 
1. License the underlying data for loading into your computer systems. 

2. Use the functionality contained in the Real-time Analytics service

Hi Bobbie7,

I appreciate the time you took to find these answers. But they aren't
really what I'm looking for. The key part is that the dates, or rules
for the dates be in a format "easy to use for software development",
like a database. The three sites you linked to I had already found on
my own - only one offers the data to the public (not just diary
makers), and for a fee.

Maybe I should have made it clearer that I was looking for an answer
that's freely available on the Internet, and not for a fee. That's why
I was willing to offer so much money for this answer.

If the answer to my question is "such a thing does not exist", then
that's fine, and that's my answer. Otherwise, I'm not very satisified
with the current answer. If you can provide links to the actual data,
and not sites offering the data for fee, I would be satisified.

I'm sorry that you found the same information I posted as your answer.
Please understand that if you don't let a researcher know what
material you have already seen, your answer may include duplicate
information.

Worldwide holiday date information is available for free but not in
the format you're looking for.  In any case I will resume my search
and hopefully I'll locate a freely available database.

According to the Merlyn Website, there is a world-wide (over 50
countries) list of holidays (according to Microsoft) in the file
OUTLOOK.TXT in the Windows 98 Microsoft Office directory: 1997-2006.

.xls or .txt file; however they charge for this information.

tracking down a site or file that contains the rules that govern which
days holidays fall on, instead of a raw database of the dates
themselves. We're looking for something that will work further into
the future than 2006.
