I am a college student with a fast upload and download connection.  I
want to use bit torrent to download various videos and files. 
However, my school has a put up a firewall that stealths all incoming
packets (I believe only if the port has not been opened).  In our
network, each registered student receives their own external IP
address, so I'm not sure if I need port fowarding, instead I simply
need a way to bypass the firewall.  I have tried any ports I can think
of but to no avail.  I cannot configure the router.  Using a port
scanner I find all my ports stealthed.

For a correctly set up Bit Torrent program, I need the ability to
accept incoming connections, which means the packets have to make it
to my computer.

System: windows xp, azureus for bit torrent.

What you are looking for is a NAT-traversal capable bittorrent client,
since you have been NAT-ed by the network admin at your campus.
NAT-traversals are explained here:

The only bittorrent cleint capable of NAT-traversals that I know
BitSpirit. A japanese BT client. It's translated though. Check it out

I had the same problem at my school, and was able to get around it by
using a VPN client.  However, in order to use this solution, your
school must allow for VPN connections.

VPN connections are usually used to connect to University services
from off campus locations.  Check your school's software page to see
if a VPN client is listed.  It will probably come preconfigured if
there is one.

Our school does indeed allow VPN.  How would that work?
