The windows in my mother's apartment are so tight that even I have
trouble opening them. I have shown her how to wedge them open with a 2
x 4 and a fulcrum but I was wondering if there is another solution,
maybe a link to something on the market.

Does this provide what you are looking for?

E HOW
How to Fix a Tight or Loose Window Sash

In addition, an old do-it-yourself trick is to generously rub a clean,
dry bar of soap along the places where the windows tend to stick. This
will "wax" them and make them much easier to open. Let me know if
these tips help.

Like Tutuz says, we'd use soap in old wood double-hungs. A candle
works, too. Sanding the channels helps.

New Windows?

Your Mother should not have this problem.

I'd call the installer and explain the difficulty. If they are any
type of decent company, they will have a solution and come out to do
it for free.

A friend of mine has these new windows that have a metal... um, flange
sort of thingy inside the track that acts as a friction device to keep
the window in wahtever position you put it in (am I making any
sense?). He whacked the strip with a hammer to get it out of the way
because a window was binding. Now it moves with no friction, but won't
stay open either. The goof uses an old slide rule to prop it open and
offers kids a buck if they can identify what it is.

Do kids today have trouble identifying slide rules ?
