What is the legal age to smoke cigarettes and cigars in Arizona? Not
BUYING, but rather smoking. I thought that you must be 18 or older to
BUY tobacco but you can be ANY age to smoke or use it. Is this
correct?

It is a misdemeanor for any person under the age of 18 to possess
tobacco products in the state of Arizona, therefore it is illegal for
any minor to smoke in the state of Arizona:

ARIZONA REVISED CODES 
13-3622. Furnishing of tobacco to minor; minor accepting or receiving
tobacco; classification

In Arizona a minor is defined as any person yunder the age of 18.

As for your follow-up question about Florida laws, according to
Florida State statute 569.11:

?It is unlawful for any person under 18 years of age to knowingly
possess any tobacco product.?
