Howdy,
I believe that it is a an illustration for a short story by Ningie Roe
of the same name that appeared in Collier's magazine in 1916:

Collier?s [October 21, 1916]
?	? ?Ice Water, Pl?!? ? Fannie Hurst ? nv
?	? Blue Lock, the Queen ? Vingie E. Roe ? ss

Vingie Roe is mentioned as the authress of 31 or 32 ramanticising
novels about the Old West.
