I am looking for the complete version (and attribution) of a quote that appeared
in a newspaper or magazine recently (within the past few months) and that I recall
only a fragment or two.  The quote ran something to the effect of, "War only
destroys...war cannot be used to do cultural work.  It cannot restore honor, etc."
Who said this, and what is the full quote?

The closest I found was an undated piece by Ludwig von Mises
on this page from the Institute for Humane Studies website:

"War only destroys; it cannot create. War, carnage, destruction,
 and devastation we have in common with the predatory beasts of
 the jungle; constructive labor is our distinctively human
 characteristic. The liberal abhors war, not, like the
 humanitarian, in spite of the fact that it has beneficial
 consequences, but because it has only harmful ones."

Thanks for the effort, but that's not the quote I'm looking for.
My quote definitely talks about war not being useful to do cultural work.
