Check out http://www.interactivebrokers.com
They are by far the best brokerage in the universe in terms of
functionality, cost and features. Shorting the USD is done by selling
USD and purchasing a foreign currency or you could purchase futures...

www.fxcm.com is designed specifically for trading foreign currencies.
You can open an account with as little as $300, and trade a number of
foreign currencies. You will also be able to predetermine your
leverage and your risk.

Another FOREX site is oanda.com. There is no account minimum to trade
with them. Beware though, the rabbit hole gets deeper.
