Need serious guidance with my problem.

My 140/485/AP/EAD was sent to TSC (Texas Service Center) on the 30th.
It was returned back saying the visa #s were not available. The visa
#s were infact available when the application was received and so we
contested that. Now the applications were sent back again saying the
new form was not used for 485 (The form expired after 9/30, it was
valid when they received it).
To add to this misery the filing fees for all the applications have changed.

What is the best way to deal with this?

Would getting an infopass appointment and talking to the INS Personnel help?
