The goal of the CNA is to identify and develop emerging applications
of mathematical sciences, promoting collaboration between applied
mathematicians and allied scientists. Main areas of research are
nonlinear analysis, mechanics, scientific computation, and
mathematical finance. Their primary focus of this program is in
materials, and increasingly in life sciences. A major effort is
interfaces, multiscale, and nanoscale, in collaboration with materials
science and physics colleagues. Additional topics include nonlinear
material behavior, including the study of novel man-made materials
such as shape memory alloys, magnetic and magnetostrictive materials,
liquid crystals, and thin films, quantum dots, and phase transitions
in general.

Is your question an xor or an or?

From personal or my friends' experience:
   > Università degli Studi Roma 3 is great
   > Bristol is good
   > Imperial College London (which isn't listed - www.ma.ic.ac.uk/)
is very good - and they have external seminars (London Number Theory
Seminars Series) which a couple of my friends go to and enjoy although
it does seem to move ever nearer to Algebraic Geometry.
   > Cambridge and Oxford are of course excellent: my supervisor whent
to Oxford for his PhD and as far as I know was very happy with not
only the atmosphere but quality of research.

Best of luck

You have mention universtities from Italy and U.K. Do you happen to
know any French universities or Grand Ecoles with strong research
programs in Chaos and/or Number theory ?
