I have Xmail mail server installed on my windows xp computer. I want
to be able to send mail and receive mail using telnet. I can currently
do this but it does not require and password to send mail. How do I
configure it to need a password for the smtp server? And how do I then
send mail with telnet using username and password?

I figured out how to require a password for relaying but if I try to
send mail from one user on my domain to another user it allows it.
What is stopping anyone from telneting into my server and sending mail
to my users by saying it is from my users?

As a comment for the second part of your question:
There are some programs that check the "from" domain with the real
domain the connection is coming in from (or just if it has a reverse
dns resolution), but most people view it as too restrictive. Your
"problem" is even worse, as it has to check the user part of the
address. As this protocol has been with us for several decades now, I
don't think it's going to be resolved soon, but in essence, the MAIL
FROM field has always been subject to the sender's discretion (with
impersonation usually used by virii/worms).

you have to edit the 'SMTPAUTH.TAB' and specify the authentification
type, username and password.

then, SMTP access will be restricted
