I had a NY driving licence and got into an accedent. Do to the
increase of my insurence i got a Vermont driving licence (i have
property in Vermont that made this legal). So while i had my Vermont
licence I recived several speeding tickets in NY including one DWAI. I
also received one speeding ticket in Vermont with my Vermont licence
which i got 2 points for. 4 years after having a Vermont licence i
handed that back in and got a New york licence again. Now, my question
is, do i have points on my current licence (New York) from tickets i
got in New york while i had a Vermont licence, and do 2 point i know i
had on my Vermont licence follow me when i get my New York licence?
Basicly, is there reciprocity  between New york and Vermont DMV's?

Thank you for allowing me to answer your interesting question. I?ve
answered several questions about interstate compacts in the past and I
have some insight into this matter through prior research as well as
my own access to information on the subject by virtue of the fact that
I am in law enforcement myself. Note our disclaimer however that we
cannot provide LEGAL advice in this forum, rather what we prodivde is
research based on published law. So let's proceed:

?THE DRIVERS LICENSE COMPACT requires member states to report tickets
received by motorist to the state where they received a license to
drive so as to receive points and get an insurance hike.  Also when a
state suspends the license of a driver who is from out-of-state, the
state where the motorist received a license to drive will also suspend
their license.?

New York and Vermont are both members of this interstate compact. The
member states, in alphabetical order, are:

Alabama, Alaska, Arizona, Arkansas, California, Colorado, Connecticut,
Delaware, District of Columbia, Florida, Hawaii, Idaho, Illinois,
Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland,
Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New
Hampshire, New Jersey, New Mexico, NEW YORK, North Carolina, North
Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South
Dakota, South Carolina, Tennessee, Texas, Utah, VERMONT, Virginia,
Washington, West Virginia, Wyoming

?THE NON-RESIDENT VIOLATOR COMPACT requires member states to suspend
the drivers license of those who get traffic tickets for moving
violations in other states and fail to pay them. The compact is not
supposed to include non-moving violations such as expired inspection
stickers, equipment violations such as window tinting or parking
violations.   A member state may choose to voluntarily suspend a
license of a person who does not pay an out-of-state ticket for an
equipment violation such as loud exhaust.?

So, in short, the answer is YES. Whatever derogatory points you might
have accrued on your Vermont driver?s license are technically
transferrable to your New York driver?s license (and visa-versa).
There may be hope though. These systems are complex and there are
millions of people in these state?s databases. Because of this, like
any complex database, there is occasionally a human or technical error
that prevents points from being transferred. While these instances are
relatively rare given the number of records handled, the error does
occur in insolated cases either because of some oversight or technical
glitch, and some people do "get lucky". Because of this it would be
impossible for us to say for certain whether or not YOUR license will
receive a transfer of points or whether the points will actually show
up on YOUR specific record in THIS specific case because these
oversights do reportedly occur. What we are able to tell you however
is, statutorily speaking, as a rule of law Vermont and New York do
indeed have a reciprocity agreement in which driving records (and
points) are shared and carried over.
