I am denied access to Internet Options in Tools of Internet Explorer.
Denial message reads  "this operation cancelled due to restrictions in
effect on this computer." I am the administrator. Fix?

Registry Settings 
User Key: [HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Control Panel]
System Key: [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\
Control Panel]
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disable restriction, 1 = enable restriction)
