Washington, DC, which is in the District of Columbia, which is not part of any state. |

Seems to me there are quite a number, such as San Juan, Puerto Rico, just for starters. |

To get picky, several states are "commonwealths" with lots of cities, so the premise of only one city could be wrong. I stand by my first posting. |

Though they (Virginia, Massachusetts, Kentucky, and Pennsylvania) style themselves as commonwealths, they are not true commonwealths but common states. Myoarin, your answer was indeed correct and I would have posted it if you had not, |
