What is the only city in the United States that is not in a state?

Washington, DC, which is in the District of Columbia, which is not
part of any state.

Seems to me there are quite a number, such as San Juan, Puerto Rico,
just for starters.

To get picky, several states are "commonwealths" with lots of cities,
so the premise of only one city could be wrong.
I stand by my first posting.

Though they (Virginia, Massachusetts, Kentucky, and Pennsylvania)
style themselves as commonwealths, they are not true commonwealths but
common states.  Myoarin, your answer was indeed correct and I would
have posted it if you had not,
