Can you explain in a bit more detail what you're after?
If you're thinking about donating money, you're probably better off
with a contact at the Red Cross or another relief group, rather than
FEMA.
Is there a particular reason you need a contact in FEMA? Can you tell
us a bit more about what you have in mind, and the type of contact
that would best meet your needs?

I work for Tracfone Wireless and the FCC just separated $39.00 million
dollars for wireless companies to provide a free cell and 300 minutes
to the up to 300,000 households that were displaced. However, it seems
that the FCC did not tell FEMA about it and the best way to get this
done is with tFEMA's help beacuse they are the only ones that know
where these people really are and the FCC mandate says that we need to
use FEMA certification as the parameter for these free phones.

The eligibility for the FCC Lifeline Program of free wireless is
restricted to FEMA-designated counties, as shown in black on this map:

The counties shaded as "Individual Assistance" are the "FEMA
Designated Counties" in which people are eligible for the free phones
and minutes.

That information we already have.
what I am looking for is an actual person inside FEMA that might have
a list of the contacts for people displaced or at least a current list
of where they are. The map you mentioned is the affected counties not
where the people are on a temporary basis.
