George Halas, one of the NFL's original owners personally recruited U. of Illinois star Red Grange in order to generate interest in the 1920's. College football was prefered to the pro game until after WW II, with most college stars turning down offers to play pro football. The draft was a slowly evolving enterprise starting in the 1930's. Most team owners drafted players in their own region for star power and because they had actually seen them play. Owners used newspapers and college all star games as a means to find talent. So the Big Ten, Notre Dame and East coast teams were prominent as were the military academies. Halas, the Rooney and the Mara families found that SEC and Texas based players were more likely to stick with the pro game. Players like Frank Gifford out of USC in the 1950's encouraged other players to follow. Also, into the 1960's, the CFL was a legitimate alternative that frequently competed with the NFL. http://www.jt-sw.com/football/pro/rosters.nsf This site lists all known NFL teams and rosters by year with the college the player attended.
