I believe the movie you have in mind is "Super Fuzz" (Poliziotto
Superpił)  with Terrence Hill and Ernest Borgnine.

Plot Outline: 

"Red powder from a nuclear explosion gives a police officer (Dave
Speed) super powers as long as he doesn't see anything red."

This movie is a comedy and his friend in the movie is played by 
Ernest Borgnine who sort of looks like the captain from Gilligans
Island.

Starring Terence Stamp and Ernest Borgnine.

hilarious actor Terence Hill, who tires to deliver a ticket to an out
and out on the way home in the swamplands. Once he gets there he is
accidentally NUKED and develops all sorts of superpowers!

Now he can be seen around corners, avoid accidents in traffic, move a
driver-less truck, make billiard balls roll without a cue, race up 20
flights of stairs in 20 seconds, run as fast as a car. He can even

YES Finally! Thank you bobbie7 so much for the research. I have been
trying to figure out the name of this movie for soooooooo long. It was
one of those things in the back of my mind that I would search for
every now then and come up with zilch. This is exactly the movie I was
thinking of.
