there was a movie in the early 80's with a little girl who had a
cartoon kangaroo in the movie with her. what is the name of the movie

I believe that you're thinking of "Dot and the Kangaroo" (1981).

Well, this film is only partially animated.  The girl and the kangaroo
are cartoons, but the background is live action.

Can you provide any other details about the film that you remember?

close, but this movie has real actors and live movie with a cartoon
kangaroo throughout the movie,  i believe I saw the movie in toronto
around 1985.
