In the Breeder's Cup classic why were some horses carrying weights of
126lbs and 122lbs (jocky + gear).

It is my understanding that this was not a handicapped race and
therefore all the weights should have been the same - why the
difference

122lb represents the minimum weight.  Some of the better jockeys will
not ride at 117 which represents the human portion of the minimum
weight.  Because of their expertise, they have more control of their
riding weight.
