is there any MA program in Israel in which you can learn statistics
without speaking hebrew, meaning that all classes and materiall are
for english speaking people. if not statistics maybe u know about any
HR or another MA program that all of its classes are in English

I've found several programmes. None is statistics or HR (but mostly
humanities programmes).

Dear Nir, 

Here's a list of MA programmes taught in English in Israel. I'm afraid
that none of them is in statistics or HR. However, unlike my previous
comment, some might actually be in that direction.

The closets it might get is what Weizmann Institute offers, MA programmes in:

English, in humanities (religious studies, history, Jewish studies)
