Thank you for allowing me to answer your interesting question. My
research indicated that pure ethanol and biofuels are not readily
available specifically in ?the northwestern Philadelphia suburbs?.
Ethanol is used today in Pennsylvania primarily as an octane booster
(as an additive for diesel) and as an alternative fuel in E-85, and as
a power fuel for racecars. It?s been around since the days of the
Model T Ford.
The National Ethanol Vehicle Coalition (NEVC) lists only one such
station in Pennsylvania but at the moment this is a private facility
not accessible to the public:

There also appears to be a station recently opened in New Cumberland,
just outside of Harrisburg, however, that fuels Turnpike Commission's
flexible fuel vehicles an ethanol-boosted gasoline:
?The Pennsylvania Turnpike Commission recently opened the first E85
fueling station in Pennsylvania at its maintenance facility in New
Cumberland. E85 is a mixture of 85% ethanol and 15% conventional
gasoline. Located just outside Harrisburg, the station will serve the
Turnpike Commission's fleet of 220 flexible-fuel vehicles that run on
ethanol (E85), conventional gasoline, or a mixture of the two fuels.
This represents 75% of the Turnpike Commission's fleet that is running
on E85. The agency expects to consume 40,000 gallons of E85 from this
station in its first year.?

I suspect that the bumper stickers you?ve been seeing are likely a
campaign designed to increase ?awareness? and ?support? for
alternative fuels rather than a commercial advertisement for them.
This information appears to be corroborated by other posts I?ve found
